They were built by the pentecostal <a href="http://en.wikipedia.org/wiki/United_House_of_Prayer_for_All_People">United House of Prayer</a>, which owns a <a href="http://www.washingtoncitypaper.com/articles/13928/reserved-for-believers">significant amount</a> of property in DC, and has <a href="http://www.washingtoncitypaper.com/articles/6686/a-house-divided">occasionally</a> been the subject of <a href="http://www.charlotteobserver.com/2013/12/04/4519916/house-of-prayer-suit-charges-misuse.html#.VDavCdR4qi0">scandal</a>. The sign reminds me of some sort of space-homestead though.</p>
