GOP turnout <a href="http://andrewsullivan.thedailybeast.com/2012/02/it-happened-again.html" target="_self">continued to flag</a> and movement conservatism <a href="http://andrewsullivan.thedailybeast.com/2012/02/whither-movement-conservatism.html" target="_self">faced</a> a policy crisis.&#0160;</p>
