<p>If there&#8217;s one thing bureaucracy is consistent about, it&#8217;s showing faux concern by creating panels and commissions.  Idiots will applaud while nothing changes.</p>
<p>In a year&#8217;s time, I expect Loh to create another panel to monitor this panel&#8217;s progress.</p>
