Okinawa experienced ground fighting during the Pacific War, was placed under U.S. military administration after the war, and has suffered a high concentration of U.S. military bases even after it reverted back to Japan. A change in thinking &#8212; one that does not depend on forcing bases on Okinawa in exchange for economic advancement measures &#8212; is crucial. Unless we come up with a plan that can gain the understanding and acceptance of the Okinawan people, the Japan-U.S. security arrangement will not be sustainable.</p>
