Undertale is full of great characters, but I really like how Flowey is handled as a villain. He’s the only “evil” character, but he doesn’t really do anything until the end, allowing other lesser antagonists the spotlight. Keeping him out of the picture for most of the game makes it better because you can appreciate the quiet or funny moments without an evil flower looming over you. So that first meeting with him is super important. He needs to make a strong impact on the player or else they’ll forget about him at the end and that twist of seeing him turn into Photoshop Flowey would be lost if you didn’t remember him. His character is so well thought out and implemented even without his backstory.
