"Where we’re really seeing developer interest is on the Windows platform," Spencer told IGN when asked about Microsoft’s interest in VR for Xbox One.

Spencer went on to explain how a living room environment isn’t best place for VR right now. "We’re just finding that that family room experience… you’ve got your TV across the room and there’s cables hanging out across the room." Instead, he said they’ve found "it’s better in a desk environment; it’s better in closer to my PC environment."

The Xbox boss said, "I really want to respond to what the gamers are asking us to do," and since they’re currently seeing the interest from developers on the Widows platform, that’s where Microsoft is putting its VR focus "right now."
