Real simple.

1. Find country or territory where ordinary people are being oppressed.

2. Use entire foreign aid budget (that is currently spent propping up tyrants) to buy kalashnikovs or equivalent, and seeds.

3. Load up the cargo planes!!!

4. Overfly aforementioned oppressed people dropping thousands upon thousands of rifles with comic book instruction manuals like those issued to US/RVN troops in Vietnam. Drop seeds. Also drop copies of the Bill of Rights if the population is literate.

5. Watch peace break out.

I mean, non-interventionism is really the way to go, but if you are going to act, why not do so in a way that really would spread freedom?
