<p style="font-size:10pt;">MAKKAH, (PIC)&#8211; Dr. Ahmed Bahar, the  first deputy speaker of the Palestinian legislative council, has denied a  news report that the PLC would convene a session in the West Bank city  of Ramallah on Monday.</p>
<p style="font-size:10pt;">Bahar, who is currently in Makkah, Saudi  Arabia, to perform Haj, said in a press release on Sunday that the PLC  is inoperative in the West Bank and its premises are closed before  speaker Dr. Aziz Dweik and Hamas lawmakers for the past three years at  the orders of Fatah the de facto ruler of the West Bank, which disclaim  authenticity of such reports.</p>
<p style="font-size:10pt;">He explained that the PLC chairmanship did  not call for a special session, as guaranteed by its legal and  constitutional jurisdictions, on Monday, which means that any call in  this regard would be legally and constitutionally null and void.</p>
<p style="font-size:10pt;">Bahar said that the aforementioned session  is held by what is called parliamentary work groups, which are  illegally convening with all PLC doors opened before them while Dr.  Dweik and other Hamas members are denied entry by force.</p>
<p style="font-size:10pt;">The deputy speaker urged Fatah to restore  parliamentary life in the West Bank and to stop prosecuting Islamic  deputies and their families.</p>
