<p style="font-size:10pt;">OCCUPIED JERUSALEM, (PIC)&#8211; The  Israeli newspaper Maariv said Wednesday that coordination between the  Israeli army and the Fatah security militia in the West Bank is moving  accordingly, noting that the West Bank had not been so calm in years.</p>
<p style="font-size:10pt;">The paper said Wednesday, quoting a  military source, that arrangements between the two forces called for PA  militia troops to stand guard from midnight until the next morning,  affording Israeli soldiers discretion to arrest activists while  retaining the element of surprise. A number of such arrests are carried  out weekly.</p>
<p style="font-size:10pt;">Israel handed control of Nablus over to PA  security a few days back for fear of elements from Palestinian  resistance factions learning beforehand possible arrivals of Israeli  forces in the city that would enable them to prepare for their landing.</p>
<p style="font-size:10pt;">That means the Israeli army would require  prior coordination from now on with the PA troops before military  activities in the West Bank city of Nablus.</p>
<p style="font-size:10pt;">In a separate development, the families of  political detainees in PA security prisons were outraged after  officials refused to answer their call to release their relatives for  the holiday celebrations.</p>
<p style="font-size:10pt;">Rights groups in the West Bank have reported that hundreds of political detainees in PA jails are being systematically tortured.</p>
<p style="font-size:10pt;">A Palestinian student Adham Al Shawli was  arrested in Nablus at the hands of the PA militia while returning from  the Al-Najah University the night before Eid al-Adha after he was  severely beaten unconscious, sources close to the victim’s family said.</p>
<p style="font-size:10pt;">He was later taken to he hospital due to his deteriorating medical condition.</p>
<p style="font-size:10pt;">After a heated exchange of words between  security forces and Shawli’s family a night before his arrest when his  Nablus home was raided, the troops insisted that they would not take the  holiday celebrations into consideration for Shawli’s arrest.</p>
<p style="font-size:10pt;">Shawli previously served four and a half years as a political prisoner in Israeli jails.</p>
